Tender to Develop a Disability Services and Supports Resource
For Children and Young People

Background

Children and Young People’s Services Committees (CYPSC) are a key structure identified by Government to plan and co-ordinate services for children and young people in every county in Ireland. Their age remit spans all children and young people aged from 0 to 24 years. The purpose of CYPSC’s is to ensure effective interagency co-ordination and collaboration to achieve the best outcomes for all children and young people in their area.​ The Committees are responsible for improving the lives of children, young people and families at local and community level by improving provision and delivery of key services. “Young Ireland National Policy Framework for Children and Young People 2025-2028” is a key policy document. The Wexford CYPSC Disability Pathways Task Group would like to create a resource that documents the pathways to services and supports for disabled children & young people across health, social services and education. This resource will be primarily targeted at parents and caregivers. This project has been inspired by a similar resource developed by Kerry CYPSC.

Key Areas for Inclusion in Resource

  • Resource to focus on young people up to and including 17 years of age.
  • Identify all disability (physical, sensory and intellectual) services and supports available across the health / social services and education sectors in Co. Wexford.
  • Identify the access criteria for disability services and supports available in Co. Wexford across health / social service and education supports.
  • Outline the referral pathways to disability service and supports in health / social services and education in the county.
  • Identify local supports that are available to parents.
  • Identify social supports (clubs and groups) that are available to disabled children and young people in Co. Wexford and create directory to include group / service name, contact details and catchment area.

Key Considerations

  • Accessibility: “Plain English” and accessible formats to be used throughout.
  • Organise a Parent Focus Group to test the resource and incorporate feedback into the resource.
  • Present final draft to the Task Group and agree final format.
  • The resource needs to be ready to publish in both electronic and print versions by the end of the project.

Time Frame

Wexford CYPSC requests that the resource developer be available to start as soon as possible and requests that tenderers specify their start and projected completion dates. The project must be completed by the end of November 2025.

Tender Requirements

  • All costs must be inclusive of VAT and expenses i.e. the fee quoted should include travel and subsistence costs.
  • Demonstrate value for money.
  • Breakdown of costs showing the number of days required to complete the task, the number of days each person, if there is more than one person involved, will be employed on the task, the cost per day.
  • A list of recent clients who may be contacted for references in relation to this tender.
  • Confirmation of ability to meet the timeframe of the project.

Budget:

€12,000 is available for this project. This is inclusive of VAT and all other expenses incurred.

Reporting:

The consultant will be required to provide regular progress reports to the Wexford CYPSC Disability Pathways Task Group.

Taxation Requirements: 

It will be a condition of any contract pursuant to this tender process that the successful tenderer will for the term of such contract, comply with all applicable EU and Irish tax laws.
