IPAS Centre: Duty Manager

Role Overview:

As an international protection accommodation service provider, we offer responsive, inclusive, and high-quality accommodation services that promote the health, safety, dignity, and social integration of international protection seekers. You will work alongside other Duty Managers to oversee the day-to-day operations of the IPAS centre. This role ensures the safety, wellbeing, and support of residents, supervises staff on duty, and ensures smooth operational functioning in line with IPAS standards, national policies, and safeguarding procedures. This role is based out of Benbulben Court.

Key Responsibilities:

Resident Support & Welfare:

  • Act as the first point of contact for residents during assigned shifts.
  • Respond to emergencies, incidents, or resident concerns calmly and effectively.
  • Support residents in accessing services, filling out forms, and liaising with outside agencies as needed.
  • Ensure sufficient supply of food vouchers and toiletries.
  • Conduct welfare checks and assist with inductions for new arrivals.

Safeguarding & Protection:

  • Identify and report any concerns regarding the safety or welfare of residents, in line with child protection and safeguarding policies.
  • Act as a support to the Designated Liaison Person (DLP) during safeguarding matters.

Operational Oversight:

  • Monitor the cleanliness, safety, and security of the building during shifts, delegate tasks as required.
  • Check maintenance issues are logged, followed up, and escalated if urgent.
  • Carry out routine checks (e.g., fire safety tests, alarms, emergency exits) and maintain accurate records.

Staff Supervision:

  • Work with other Duty Managers to supervise staff, lead team meetings and ensure appropriate handovers between shifts.
  • Support and motivate staff to deliver a high-quality, resident-focused service.

Administration & Reporting:

  • Ensure all required documentation is completed accurately (e.g., welfare logs, incident reports, resident registers).
  • Respond to and manage emails from residents, staff, and external agencies.
  • Assist in tracking and updating centre spreadsheets (e.g., complaints, maintenance, warnings).

Health, Safety & Compliance:

  • Ensure health and safety standards are maintained throughout the centre.
  • Participate in fire drills, emergency planning, and health and safety checks.
  • Ensure policies and procedures are followed by all staff and residents.
  • Conduct HIQA self-assessments and service audits.
  • Ensure all staff comply with national standards and policies.

  • Organisation & Planning: Exceptional ability to prioritise tasks, manage multiple responsibilities, and meet deadlines.
  • Communication: Excellent written and verbal communication skills for working with residents, staff, management, and external agencies.
  • Problem Solving & Initiative: Proactive approach to resolving issues, proposing improvements, and streamlining operations.
  • Safeguarding Knowledge: Clear understanding of designated liaison duties, child protection responsibilities and mandatory reporting obligations.
  • Crisis Management: Calm, confident, and resourceful in urgent or sensitive situations involving residents, safety, or wellbeing.
  • Leadership & Team Management: Ability to motivate and supervise staff effectively, delegate tasks, and address issues constructively.
  • Attention to Detail: High standard for documentation, compliance, inventory control, and administrative accuracy.
  • IT & Data Management: Competent in Excel, email systems, and maintaining confidential records in compliance with GDPR.

Experience:

  • Prior management experience in a similar role within a residential or accommodation-based setting is highly desirable.
  • Familiarity with International Protection Accommodation Service and the needs of vulnerable populations. Understanding of the policies and procedures of the IPAS National Standards.
  • Proficiency in basic IT tools (Excel, email systems, Sharepoint).

Additional Information:

Expected hours: 42 per week, 12 hour shifts, weekend availability
Employment is subject to Garda Vetting clearance
