HSE funded programmes - Sláintecare Healthy Communities Programme

The HSE, in partnership with TUSLA, are inviting Expressions of Interest from organisations with a track record of working effectively with communities supporting parents, to deliver universally accessible evidence based parenting programmes in the East Tallaght, largely covering the areas of Killinarden, Kilnamanagh, Tymon, Avonbeg, Kiltipper and Allenton but not confined to those immediate locations under the Sláintecare Healthy Communities initiative.

Background

The HSE, in partnership with Department of Health and others, have developed an area-based approach to community health and wellbeing improvement, with a particular focus on areas of deprivation. The area-based approach will see the implementation of an enhanced Health and Wellbeing programmes within areas that have the greatest levels of disadvantage and highest proportion of young families to deliver evidence informed services to improve local population health and wellbeing outcomes.

The aim of the parenting pillar of the Sláintecare Healthy Communities Programme is to enable delivery on a universal basis of a defined set of general parenting programmes in each of the chosen 24 sites nationally and aligned to Community Health Network areas. This will increase access for all families to evidence based parenting programmes. These interventions, while provided universally to families with children 0-12 years, will seek to engage those with greater needs. Greater need may be due to a variety of circumstances such as living in disadvantaged areas, child- or family-based issues (e.g. child or parent with disability, living in temporary accommodation) or membership of a specific group (e.g. Travellers) and will be informed by local knowledge.

A core outcome for the Sláintecare Healthy Communities Programme is improved health and wellbeing for children including prevention of childhood obesity. The evidence points to the important role parenting skills play in children’s development. Access to evidence based parenting programmes may be a valuable addition to healthy childhood programmes and childhood obesity prevention approaches within communities.

Eligible applications will be assessed by TUSLA and HSE representatives from the national and local regional level. Organisations selected to deliver parenting programmes as part of the Healthy Communities Initiative will:

  • be funded to deliver a contracted level of service;
  • access to an established Peer Facilitators Support Network with other SHC delivery agency
  • Receive support by a local Health Promotion & Improvement Officer for the Tallaght area to support promotion and collaborative working with HSE staff and local stakeholders
