LGBT Ireland – Invitation to Tender (ITT):

Design, Facilitation and Support for the 2025 All-Island LGBTQIA+ Forum

1. Introduction

We invite proposals from experienced consultants to design, facilitate and support the delivery of the 2025 All-Island LGBTQIA+ Forum. This initiative brings together LGBTQIA+ organisations and community groups across the island of Ireland to foster connection, strengthen collaboration, and address common challenges faced by the LGBTQIA+ community.

2. Scope of Work/Consultant Responsibilities

The consultancy will run from July to November 2025. Key deliverables include:

  • Co-design, development and delivery of two 1.5-day in-person ‘Forum’ events (one in the Republic of Ireland and one in Northern Ireland)
  • Community engagement and inclusion for participation/recruitment
  • Support documentation and dissemination of learnings
  • Provide a short summary with recommendations for future All-Island Forums

3. Proposal Requirements/Submission Guidelines 

a. Please submit your proposal by 23.59 on Sunday 20th July to tim@lgbt.ie with the subject line: “Tender Submission – All-Island LGBTQIA+ Forum 2025”

b. Interested applicants should submit a detailed proposal outlining the following:

  • Approach to designing, facilitating, and supporting the 2025 Forum
  • Background, relevant experience and examples of previous work
  • Relevant experience working in cross-border, all-island or international contexts, including examples of projects involving collaboration across jurisdictions
  • Methodology and design principles guiding your work
  • Proposed format and programme considerations
  • Fee structure and timeline
  • Contact details and bio (if applicable)

4. Evaluation Criteria

Proposals will be evaluated based on:

  • Alignment with values and vision of the Forum and LGBTQIA+ rights
  • Quality and creativity of proposed methodology
  • Demonstrated relevant experience, including experience in cross-border, all-island or international projects/initiatives
  • Commitment to inclusion
  • Value for money
