Invitation to Tender
Project: Development of Strategic Plan for the Tullamore Community & Family Resource Centre
Tullamore Community & Family Resource Centre wish to engage a consultant to facilitate the development of a five-year Strategic Plan for the organisation.
Tender proposals should include:
- Contact name of the proposer.
- Relevant skills, qualifications and expertise of the individuals who propose to carry out the work required including experience of undertaking similar pieces or work.
- At least two referees, from similar organisations.
- Outline of the methodology for the development of the strategic plan.
- Full costs for the completion of the strategic planning process with a breakdown of number of days required, daily rates for each individual and any other associated costs.

Tender proposals must be submitted via email only, with 'Strategic Plan Proposal' clearly indicated in the subject line to secretary.tfrc@gmail.com no later than 5:00 PM on Friday, June 6, 2025.

Background
The Family Resource Centre Programme
The Family Resource Centre (FRC) Programme is core funded by Tusla – The Child & Family Agency, which provides funding to all the 121 Family resource Centres in Ireland. It is Ireland’s largest family and community national support programme delivering universal services in disadvantaged areas across the country based on a life cycle approach. The principal objective of the FRC programme is to combat disadvantage and to strengthen and empower children, individuals, families and communities. The Child and Family Agency is the dedicated State agency responsible for improving wellbeing and outcomes for children.
Tullamore Community & Family Resource Centre
Tullamore Community & Family Resource Centre is in Arden View, Tullamore. The resource centre was established in 2002 in response to local needs and is a Registered Charity.
The resource centre provides a wide range universal and targeted support intervention to children, families and individuals and our work is guided by the Better Outcomes Brighter Future five national outcomes for children & their parents.
Tender Requirements
The successful tender will be expected to consult with a range of stakeholders including the Board of Directors; Employees; Funders; Local Agencies and most importantly those who use our supports. Consultation will inform the development of a five-year Strategic Plan.
The process will review the Mission, Vision and Values and set out the future direction and goals for the coming five years within the context of the Five National Outcomes for Children and Parents.

Anticipated Timeframe
June 2025 – appointment of successful tender applicant
Conclusion of the process to be agreed with the successful tender applicant, but no later than December 2025.
Qualification and Requirements
Consultants wishing to be considered must demonstrate the following:
- Proven track record of completing similar projects
- An understanding of family support and community development
- Knowledge of government policy and the community, voluntary & statutory sectors
- Knowledge of data protection legislation and necessary requirements
- Ability to write and present complex information in a creative, clear, concise, and accessible format within budget and a specified timeframe.
Proposal should not exceed €5,000
The successful applicant will be asked to provide a current Tax Clearance Certificate and Professional Indemnity Insurance at contract stage.
The issue of the request for tender does not imply that the lowest costed tender or that any tender will be successful.
Selection and Award Criteria
Assessment of tenders will be based on a score of 100 (max) and will be divided as follows:
- Structure and quality of the proposal 30
- Relevant skills, experience and qualifications 20
- Methodology and approach 30
- Tender price and value for money 20
- Total 100

All information gathered during this tender process, the planning process, and the final report, will remain the property of Tullamore Community & Family Resource Centre.
