Women’s Community Projects Mullingar are seeking a suitably experienced consultant to work with the Board of Directors and Strategic Planning Steering Group to develop a strategic plan for the period 2026–2030.


Introduction

Womens Community Projects [WCP] Mullingar is a listed charity which was established in 1985 and has a long and proud tradition of service to the local community, in particular to women and their families.

Our founder, Sr. Finbar commenced her work in the community of Mullingar in 1982 creating a supportive environment for women to meet, to build on their confidence and acquire basic home and craft skills. Alongside a group of local women, who worked on a voluntary basis; they were instrumental in setting up and driving the agenda to create a local women’s project that would address barriers for women in society at the time and empower them by providing both training opportunities and childcare supports.

Over the years, the centre has developed a range of training programmes that have provided people with the skills and supports to secure employment and/or continued education. To this day, the project continues to expand, modify and diversify its activities to best meet the with the needs of all in the local community.

Women’s Community Projects Mullingar continues to provide a range of integrated support services to the people of Mullingar. and its environs. It is now one of Mullingar's largest training and development centres and is also home to one of the biggest childcare facilities in the county. WCP Mullingar are also the main sponsor of the Community Employment (CE) Childcare Training and Employment Programme within Westmeath and Offaly and provide the Mullingar Community Counselling service, which specialises in offering support to those who are or have experienced domestic abuse and/or gender-based violence / sexual assault.

As the organisation grew, it partnered with Women's Collective Ireland (WCI) in 2011, whose remit closely aligns with that of the Women's community Projects Mullingar. WCI have 17 projects across the country, including WCI Mullingar.

This strategic plan as specified in this document is an organizational management activity that will be used to set priorities, focus energy and resources, strengthen operations, ensure that employees and other stakeholders are working toward common goals, establish agreement around intended outcomes and results, and assess and adjust the organisation's direction in response to a changing environment. 2

Our Mission Statement is:

“To facilitate the empowerment of women and their families through education training and community enterprise development”.

Our Aims are:

  • To facilitate people in identifying their needs and in developing their potential through the provision of appropriate personal development and educational programmes / opportunities
  • To provide learning and training experiences, which address the identified needs.
  • To provide childcare facilities for attendees of the project’s educational activities, for parents attending other Community Education Programmes and for families in the community who have been identified as in need of this support.
  • To promote equality and progression of all women regardless of colour, creed or culture.
  • To work closely with state agencies and make effective use of allocated resources.
  • To deliver all our services with professional and client centred approach, respectful of the adult status of our employees and trainees.
  • To assess and review projects on an on-going basis.

Tender Requirements

WCP Mullingar seeks tenders from qualified and experienced consultants to facilitate the development of a Five-Year Strategy for the WCP with a focus on key achievements and challenges, and prospective opportunities for development.

This Five-Year Strategy will be based on relevant research methods, stakeholder engagement and data provided by the Senior Leadership Team (SLT) on outputs against activities.

The successful consultant will be required to lead the preparation and development of this new comprehensive and concise 5-year Strategic Plan [2026 to 2030] including the writing of same to Final Stage, and the inclusion of a brief Executive Summary Document and an Implementation Plan.
