Tender for Strategic Plan Development for NICCC
The NICCC is a collective of community based organisations and local people in Dublin’s North Inner City who have come together in an effort to bring about sustainable and positive change in the delivery and integration of services in the area. We use community development principles to inform our practice.
Project Overview
The NICCC seeks an experienced researcher to develop a 3-year Strategic Plan (2026–2028) that strengthens governance, community engagement and informs a structured approach to achieving positive change related to social justice and equity in the NEIC. The plan will include:
- Transparent governance structures and Terms of Reference.
- Job descriptions and employment mechanisms for new Community Development Coordinator and Admin Worker posts.
- Strategies to engage marginalised groups (local residents, ethnic minorities, LGBTQ+, disabled communities etc).
- Timelines for local General Meetings and consultation workshops.
Key Objectives
- Finalise a Strategic Plan rooted in community development principles, addressing complex dynamics between marginalised communities, statutory agencies, and the state.
- Enhance NICCC’s capacity to coordinate community representation across NEIC Task Force structures.
- Ensure inclusive participation and leadership development within the NEIC.
Scope of Work

Deliverables: Facilitate 5 days of workshops with NICCC working groups and full committee.

Activity: Strategic Plan Drafting
Deliverables: Produce a draft plan with governance frameworks, job descriptions, and engagement strategies.

Activity: Community Input
Deliverables: Conduct targeted consultations through NICCC where necessary, with marginalized groups and broader NEIC residents.
Timeline: Embedded in process
Activity: Final Plan & Reporting
Deliverables: Deliver a finalised Strategic Plan, including design/layout and implementation roadmap.

Facilitator Requirements
- Proven experience in community development, particularly in developing strategies in marginalised urban areas.
- Expertise navigating statutory-community tensions and fostering collaborative solutions.
- Demonstrated ability to design participatory processes and actionable strategic frameworks.
Sustainability & Next Steps
- The Strategic Plan will identify long-term funding avenues (e.g., Community Development Programme) for proposed staff roles.
- NICCC will leverage partnerships with NEIC Task Force and statutory bodies to sustain outcomes.
