Introduction

1.1 The Minister of The Department of Children, Disability and Equality invites responses to this Request for Quotes from suppliers for Statistical Analysis for the Care Pathway Data Analysis Project at the Department of Children, Disability and Equality, Block 1, Miesian Plaza, 50-58 Baggot Street Lower, Dublin 2, D2 XW14. The Care Pathways Data Analysis Project is part of the Care Experiences Programme.

References to the Department in this RFQ shall mean references to the Minister.

1.2 Please provide a description/delivery date/delivery location of the goods/services required.

Statistical analysis services are required to undertake quantitative analysis of a dataset. The aim of the Care Pathway Data Analysis (CPDA) Project is to examine pseudonymised Tusla Care Management data to improve understanding of children and young people’s journeys through the Irish care system overtime.

The dataset contains variables relating to the characteristics and care pathways of approximately 4,500 individuals who entered the care of Tusla Child and Family Agency for the first time between 2018 and 2023. The focus of the CPDA Project is to examine trajectories and pathways through the Irish care system over time. The analysis will cluster groups of individuals with similar characteristics and track them over time and this will involve techniques such as cluster analysis, sequence analysis, latent class analysis and trajectory analysis.

The successful tenderer will be expected to provide an interim, summary and full report on the analysis including detail of the statistical approaches applied, findings and conclusions. Other materials such as a plain English summary of the analysis and infographics will also be required. The contract will be in place for up to 6 months, start date to be confirmed. The successful tenderer will report to the Project Manager for the CPDA Project.

1.3 Any contract that may result from this competition will be issued for an initial term of up to 6 months with a possibility of two 3-month extensions.

1.4 No commitment of any kind, contractual or otherwise, shall exist unless and until a formal written contract has been executed in accordance with the provisions of paragraph 2.10 of the RFQ (attached below)
