1. Introduction
County Kerry faces persistent challenges in providing effective English language education for English Language learners. Current ESOL classes are limited in hours and progression options, with no shared curriculum or clear accreditation pathway. To address this, Kerry LAIT and its partners have secured partial funding under the 2025 Adult Literacy for Life Collaboration and Innovation Fund to focus on the development of structured and standardised English language curricula and study plans across the providers within Kerry.
We are now seeking a qualified individual or organisation to deliver this essential work within the allocated budget and timeline.
2. Project Objectives
- Develop structured study plans and curricula aligned with CEFR (A1 to B1) and existing QQI Levels 1 to 3.
- Recommend accreditation pathways with potential for blended and online learning.
- Align outputs with national adult literacy strategies.
- Facilitate stakeholder input and steering group collaboration.
3. Scope of Work
A. Curriculum Development
- Design two detailed study plans (QQI Levels 1–3 / CEFR A1–A2 and A2-B1).
- Include progression pathways, modular content, assessment ideas, and self-study support.
- Curate materials and ensure that they are suitable for both ETB-led and community-based delivery.
- Ensure engagement with relevant content creators e.g. Cavan/Monaghan ETB and NALA.
B. Accreditation Pathway Recommendations
- Map curriculum to QQI modules and learning outcomes.
- Propose blended and online delivery models.
- Recommend accreditation strategies for providers and learners.
C. Stakeholder Engagement
- Collaborate with a steering group comprising:
- Regional Literacy Coordinator (Kerry ETB)
- ETB Adult Literacy Coordinator and ESOL teachers
- Kerry LAIT representatives
- NGO stakeholders (TIRC, NEWKD)
- Migrant learner voice and volunteer tutors
- External quality assurance advisor (KETB)
- Lead at least 3 structured consultation meetings/workshops.
D. Final Deliverables
- Draft study plans and curricula submitted by C.O.B. Monday 24th November 2025
- Final documentation and recommendations delivered by C.O.B Friday 12th December 2025.
4. Budget

5. Submission Requirements
A short proposal outlining your approach to the scope of work (max 4 pages).
- Curriculum vitae or organisational profile including relevant experience.
- Two examples of similar past projects.
- Timeline of delivery and availability.
- Quotation including a cost breakdown (total must not exceed €9,500).
