1. Introduction
The South Inner City Drugs and Alcohol Task Force (SICDATF) is seeking proposals from suitably qualified individuals or organisations to deliver the objectives of the Cocaine and Crack Cocaine – A Health-led Approach Project (CCCHLA).
The project aligns with the goals of the National Drugs Strategy (Reducing Harm, Supporting Recovery 2017–2025), underpinned by the Healthy Ireland Framework, which promotes healthier lifestyle choices and aims to reduce the harms associated with drug and alcohol use.
2. Project Background
In January 2022, the HSE’s National Social Inclusion Office (NSIO) invited all Community Health Organisations (CHOs) to submit proposals to address the increasing health-related harms linked to powder cocaine and crack cocaine use. In response, the Minister for Public Health, Wellbeing and the National Drugs Strategy allocated additional funding to support targeted, community-based responses.
In line with these national priorities, SICDATF developed the CCCHLA initiative to reduce the health and social harms caused by cocaine and crack cocaine in the South Inner City. The project engages local communities, services, and individuals to co-produce effective, evidence-informed responses through programme development, stakeholder engagement, and capacity building.
3. Objectives of the Consultancy
SICDATF invites proposals to implement key components of the CCCHLA project. The successful applicant will:
- Work collaboratively with SICDATF communities, individuals, and partner organisations to co-design and develop resources and programmes.
- Build on recommendations from community consultation and CCCHLA evaluations.
- Co-design policies that support the delivery of the project and develop a comprehensive resource manual for service personnel and service users.
- Develop a programme template, programme resources, and promotional materials that can be adapted across services and settings.
- Identify and recommend relevant training and workshops for service staff, communities, and statutory stakeholders.
4. Budget and Financial Information
- The total available budget is circa €12,000 inclusive of VAT.
- Please note: SICDATF does not cover travel or auxiliary costs.
5. Application and Assessment Process
Interested individuals or organisations are invited to submit the following:
- A detailed tender document, including a proposed methodology and a breakdown of costs.
- A CV and biography or statement of suitability, outlining relevant experience.
- Three references, along with samples of previous work or links to relevant websites or publications.
