Invitation to Tender for the Evaluation of the Upcycling of Bicycles and E-Bikes Pilot Initiative
Background
Pobal administers the Upcycling of Bicycles and E-Bikes Pilot Initiative, supported by the Department of Rural and Community Development (administrative support), and the Department of Transport. The Initiative commenced in 2021 and will conclude at the end of 2025.
The Upcycling of Bicycles and E-Bikes Pilot Initiative involves five pilot projects with the primary objectives
- To promote a modal shift to cycling,
- To reduce the number of bikes going to landfill,
- To provide upcycled bicycles and e-bikes for use/rent/sale/lease to those most marginalised and disadvantaged
- To provide employment/work placements for specified target groups, and
- To contribute to the development of a sustainable business model for social enterprises to achieve these goals.
Research Tender
Pobal are seeking a researcher to undertake an expedited evaluation that will examine five pilot projects, gathering insights from these organisations and their employees, and from Pobal staff administering the Initiative, and make recommendations for the future of the Initiative. Consideration should be given to challenges encountered by the 5 organisations funded, how these were mitigated, and lessons learned. The evaluation should build upon the outcomes of the interim evaluation, update findings and re-visit the interim recommendations made.
The evaluation should aim to
- Understand the role of the Initiative in providing employment and training opportunities in the green economy
- Examine how the Initiative has led to increased access and/or usage of bikes among disadvantaged communities
- Evaluate the value for money of the Initiative and whether it is meeting its stated objectives
- Make recommendations about the future of the Initiative – whether it should be continued/expanded/discontinued and what format this might take, bearing in mind value for money considerations.
