South Dublin County Partnership: Invitation to Tender - Cook and Move Programme Evaluation
Invitation to tender for an independent evaluation.
South Dublin County Partnership is seeking tenders from suitably qualified individuals or organisations to conduct an independent external evaluation of the Cook and Move Programme over an 18-month period from January 2024 to mid-2025.
Tender Outline
The Cook and Move programme began in late 2023 and is delivered by two Community Food and Nutrition Workers. This was a pilot project which works individually with families in their homes. It is a 12-week programme (8-12 sessions) which is split into cooking/nutrition and movement. Each family is given sports equipment (skipping rope, soccer ball, cones, bean bags, egg and spoon) to encourage movement.
The aims of the programme include.
- Increase cooking skills.
- Increase knowledge of nutrition and healthy home cooked meals.
- Increase movement.
- Link the families with facilities in their area/community.
- Determine the families' individual needs and support where possible.
The programme is aimed at families who are:
- Unable to attend a Healthy Food Made Easy programme yet would like to gain more knowledge on healthy eating, facilities in the community, and movement.
- Disadvantaged families who may be experiencing food poverty/insecurity.
- Families who do not have access to their own transport.
- Families who may be at risk of health implication related to diet and movement.
Tender Brief
We invite experienced evaluators to bid for the opportunity to independently evaluate the development, impact and outcomes of our Cook and Move Programme in South County Dublin. We aim to capture key learnings that arise from the service over the specified 18 months of service delivery and share these learnings to promote the advancement of the Cook and Move Programme, make recommendations for its sustainability and facilitate the development of best practice.
It is envisaged that this work will involve
- Examination of the existing data
- Consultation with key stakeholders including Tusla, HSE, the Community Food and Nutrition Workers, Health and Well Being Senior Manager.
- Gather participant feedback from the families engaged in the service to understand their experience.
- Identify the challenges of its roll out, and areas for development.
Timeline:
The evaluation is to be completed by mid-September 2025 with objectives to be complete in full.
Experience
The successful Cook and Move Researcher must demonstrate in the tender submission experience in the following areas:
- Research methodologies including both quantitative and qualitative research,
- Extensive experience in programme evaluations, preferably in the area of health and wellbeing, with clear demonstratable outputs as described in the objectives above.
Tender Proposal
The Tender Proposal should include:
- Applicant details, including evidence of relevant professional qualifications and experience of proposed staff to carry out the work.
- A detailed Evaluation Tender Proposal outlining the: proposed approach; research questions and methodologies; timeline and deliverables.
- Overall costings inclusive of number of days work and VAT.
Evaluation Tender Proposals will be assessed against the above three criteria.
The successful applicant will be asked to provide a current Tax Clearance Certificate and Professional Indemnity Insurance at contract stage.
The issue of the request for tender does not imply that the lowest costed tender or that any tender will be successful. It is envisaged that this evaluation will take no more than 10 days.

Tender submission must be received by Thursday June 12th 2025.
Tenders received after the closing date will not be considered
