About Us
MWRSS is a specialist domestic violence agency with a catchment area of Co. Meath. We have been working in the community for 38 years and have a strong track record of supporting women and children experiencing domestic violence. Meath Women’s Refuge and Support Services provide a wide range of support and emergency services to women and children who have experienced domestic violence, as well as working closely with a wide range of stakeholders to seek innovative responses to domestic violence and support a local and national social change agenda. We operate from a person-centred, empowerment model of practice, informed by a feminist analysis and rights-based approach. We receive our core funding from Cuan Agency, as well as other donations and grants which form an important part of our overall funding.
Requirements
The consultant will support the preparation and development of a new Strategic Plan including the writing of same to final stage. The consultant will have responsibility for driving the initiative, in collaboration with the Board, CEO and Management Team, which will draw on their necessary expertise and knowledge and will be expected to make recommendations and draw conclusions as appropriate. The process will involve focussed consultation with services users, staff, Board Members, funders and other stakeholders.
Expected Deliverables
The key tasks in the development of the Strategic Plan to be completed by the consultant are:
- Desktop review of key documents and the context against which the next Strategic Plan will be developed including key trends that will impact on that work. To consider future strategy in the context of relevant national and local plans/strategies including Zero Tolerance: 3rd National Strategy for Domestic, Sexual and Gender Based Violence
- A summary of how the delivery of the current Strategic Plan has been viewed by staff, Board Members and key stakeholders. Our current strategic plan (2022-26) was externally reviewed in 2024 and findings of this report will inform the new plan.
- A review of vision, mission and values
- The development of a proposed set of priority goals with clear objectives and actions for the new Strategic Plan
- Consultation process which includes:
- Consultation with the MWRSS Team in face-to-face meetings and on line as necessary
- Consultation with the Board of Directors involving debate on vision, mission, goals, objectives and key issues for the organisation.
- Consultation with women and children who use our services
- Consultation with funders and external stakeholders
- Presentation of draft framework document to the MWRSS Board for comment.
- Write up of final Strategic Plan considering feedback and suggested changes.
- The final report should be completed by end November 2025.
Proposal Content
Proposals must contain, as a minimum, the following elements:
- Process/timetable listing key milestones.
- Methodology to be used.
- Description of expertise and experience (including team members, if relevant).
- Detailed budget.
- Breakdown of time allocations.
- Identification of any conflicts of interest.
- Referees - contact details must be supplied for 2 referees’ that MWRSS can contact who has used the proposed consultant for similar/related work.

Process for Selection of Tender
Proposals will be considered against a set of criteria including:
- Ability of the contractor to meet the requirements in the Invitation to Tender (30 marks)
- Proven Capability and experience in research, consultation, and strategic planning (40 marks)
- Cost and value for money (30 marks)
Timeframe
It is envisaged this work would begin in July 2025 and would be completed by end November 2025.
Cost of Tender
All bids must be fully inclusive of VAT, broken down into the number of days and cost per day. No additional costs are available for travel and subsistence. The tender is costed at a maximum of €15,000 (including VAT).
Closing Date for receipt of tenders is 13th June 2025.
