Call for Tender for An Evaluation of the Traveller Apprenticeship Incentification Programme

The Irish Traveller Movement is inviting tenders to undertake an evidence based evaluation to demonstrate the effectiveness of the Traveller Apprenticeship Incentification Programme

About the Irish Traveller Movement (ITM): 

Founded in 1990, the Irish Traveller Movement is the national advocacy / membership platform representing the voice of Travellers in Ireland. Traveller and member-led, we bring together Travellers and Traveller organisations to develop collective policies on issues faced by the community and represent Traveller interests in national governmental and international human rights fora to bring about greater equality for Travellers. We promote Traveller participation and leadership locally and nationally, by developing and sharing best practice, developing evidence-based research to inform our work and building strategic alliances with all who are committed to a fairer Irish Society.

The employment gap between Travellers and non-Travellers has been well documented. Census 2022 shows the Traveller unemployment rate fell by 19 percentage points to 61% from 80% in 2016 but continues to be almost six times that of the general population. Employment rates for Travellers aged 15-64 yrs rose to 18% in 2022 from 11.9% in 2016. A significant number of Travellers (11.3%) identify that they were unable to work due to a disability which is nearly three times the rate for the general population. Discrimination, both direct and indirect are viewed as the biggest barriers to Travellers accessing the labour market.

About the Traveller Apprenticeship Incentification Programme (TAIP): 

Since its foundation the Irish Traveller Movement (ITM) has been keenly aware of the importance of responding to the employment needs of Travellers. In 2023, with the support of stakeholders, ITM applied for Dormant Accounts funding through the Department of Higher Education and Science to host the roll out of a 12-month Pilot programme to financially support Travellers to access and retain Apprenticeships or access pre-Apprenticeship training, The Irish Traveller Movement ITM was successful in its application and was subsequently nominated as the host organisation managing the delivery of the programme,.
