Process evaluation of Strand 2 of the Community-based Climate Action Programme (CCAP)

Background

Pobal administers Strand 2 of the Community-based Climate Action Programme (CCAP) on behalf of the Department of the Environment, Climate and Communications. Projects funded through CCAP aim to build capacity and know-how within communities to develop low carbon communities and further engage in climate action. The funding is for the development of learning outputs (toolkits, apps, guidance, tools, design for training programmes etc.) which can be used by community groups, post funding, to take action on climate change. These learning outputs must be developed in partnership with target groups for social inclusion such as disadvantaged families including one parent families, people who are unemployed, asylum-seekers and refugees, and Traveller and Roma people, amongst others.

Research Tender

Pobal is now tendering for a process evaluation of CCAP based on the primary research question: What factors are critical to the success and scalability of inclusive community-based climate action projects?

A core strategic objective of the programme is to deliver Lasting Impact and ensure that inclusive community-based climate action can be sustained and expanded beyond the programme period. A process evaluation delivered through a participatory qualitative research design, would enable us to better examine the ‘how’ question which is central to scalability efforts. By harnessing the shared knowledge of grantees and their project partners from target groups on the process of developing capacity-building initiatives, we can gain valuable insight into the factors, both programme-specific and related to the wider context, which strengthen the likelihood of sustained, inclusive community-based climate action into the future.
