ITEN are seeking proposals from suitably qualified individuals, agencies or organisations with experience in providing administrative supports to work alongside the ITEN oversight group in the development of an action plan for 2024/25. A key function is to work with and engage ITEN members on the development of a clear mission statement that supports the vision of the ITEN collective. As social landlords the primary focus is the provision of long term social and affordable housing. Core to our work however is the emphasis on building sustainable communities. We aim to achieve this drawing on the fundamental principles of tenant engagement to ensure supports and services are in place to meet the needs of families and individuals across communities in the sector and beyond.

About the ITEN

Established in 2021 the Irish Tenant Engagement Network (ITEN) is an independent network of Tenant Engagement professionals from across the Approved Housing Body (AHB) sector in Ireland. Members include Tuath Housing, Circle VHA, Cluid Housing Association, Co-operative Housing Ireland, Fold Housing, Oaklee Housing, Focus Ireland, Apex Housing, Hail, North and East, Respond. ITEN members provide Tenant Engagement services to approx. 90,000 residents in over 41,000 homes nationally. This includes services to residents in general needs housing, older person housing, refugee resettlement, cost rental, private rented, mortgage to rent, supported living and homeless services.

The primary objectives of the ITEN are to explore the ‘network’ concept, how this can work for individual organisations and how can it act as a collective representative voice for the future of tenant and tenant engagement practice in Ireland. ITEN adopt a culture of learning and shared responsibility. The principles of participation, collaborative decision making, transparency and equality underpin the work of ITEN ensuring that all member views are appreciated, and decisions are made collectively and respectfully.

Scope of Tender

  • Support the strategic development of the ITEN.
  • Provide professional advice, expertise and practical assistance to the ITEN in reviewing scope of the work.
  • To identify key priorities for an ITEN work plan.
  • Using participatory approaches engage with the ITEN to explore potential opportunities and capture emerging problems.
  • Profile and analysis of possible future funding streams, including guidance on tenders and contract matters to the ITEN.
  • Liaise with internal and external stakeholders as required.
  • To prepare reports including recommendations for development of ITEN within the context of available resources and best practice guidelines.

Qualifications

  • Have a comprehensive knowledge of the AHB Sector and be familiar with Community Development approaches.
  • Experience with facilitating large groups of multiple stakeholders.
  • Track record of guiding groups to develop strategic plans.
  • A clear understanding of social justice and rights-based issues.
  • Strong communication and IT skills.

Application Requirements:

The budget available for the total project will be €9,000 (inclusive of VAT and expenses). Please clearly outline all fees. The contract will be awarded based on a fixed price contract, and as such, all costs must be quoted (and indicated) as a fixed price. The successful applicant is expected to work within the agreed budget and report regularly on budgetary issues.

All applications must be submitted including the following:

  • Information of the principal contractor including contact and background information.
  • Evidence of previous relevant experience.
  • Abstract of the proposed research project including a clear understanding of the proposed topic (maximum 250 words).
  • Methodologies and overall approach to be applied.
  • Proposed budget.
  • Contact details for two relevant referees.
