Background
The Irish Traveller Movement (ITM) was founded in 1990 and is a national membership organisation representing Travellers and Traveller organisations across Ireland. ITM works collectively to represent the views of Travellers and Traveller organisations at a national and international level. We develop policies and innovative ways to bring about change for Travellers in Ireland. One of our core principles is to challenge the racism that Travellers face in Ireland. We work to challenge the inequalities faced by Travellers by promoting Traveller participation and leadership locally and nationally, by developing and sharing best practice, developing evidence-based research to inform our work and building strategic alliances with all who are committed to equality and human rights.
The Irish Traveller Movement’s ITM Strategic Plan 2023-2027 was launched in October 2022. This plan was developed following in-depth consultation and dialogue with our membership of 35+ local and national Traveller organisations. Our members identified employment as a key priority to address within the ITM strategy, to support Travellers in these areas of employment .
The role of the National Apprenticeship Community Outreach Officer - Employers
We are seeking a passionate and dedicated Outreach Officer to join our team. The primary focus of this role is to engage and collaborate with employers to promote and facilitate the inclusion of Irish Travellers in the workforce. The successful candidate will play a crucial role in advocating for diversity, fostering positive relationships with employers, and providing support to Irish Travellers in their journey toward sustainable employment.
The National Apprenticeship Community Outreach Officer - Employers will report to the National Apprenticeship Program Manager.
Primary Responsibilities:
Engagement and Relationship Building
- Engage with employers and other stakeholders in building their capacity in ensuring equal access, participation and outcomes for Travellers in employment, apprenticeships, work experience and internships etc
- Build and maintain strong relationships with employers, HR professionals, and key stakeholders to promote understanding and support for the inclusion of Irish Travellers in the workforce.
- Develop a network of employers committed to diversity and inclusivity, fostering partnerships to create job opportunities for Irish Travellers.
- Work directly with Irish Travellers seeking employment to understand their skills, aspirations, and any potential barriers to employment.
- Work closely with individuals and groups seeking apprenticeships in preparing CV’s, Preparation for interview training, Aptitude Test training etc,
- Work closely with employers to identify job opportunities and create tailored employment solutions that benefit both employers and Irish Travellers.
- Maintain accurate records of employer engagements, placements, and success stories.
- Develop employer information packs and promotional material for employers.
- Compile regular reports to assess the impact of the program and identify areas for improvement.
- Work with the Apprenticeship Outreach workers in promoting and publicising the initiative.
- Perform such other duties as appropriate to the post that may be assigned to you by your line manager from time to time.
Required skills and experience:
Relevant experience or training related to this role, for example, any of the following:
- A minimum of 3 years’ experience of community development work, OR
- Experience in human rights, advocacy in education, training and/or employment or other relevant area to the post, OR
- Community development qualification, OR
- Qualification in human rights, advocacy in education, training and/or employment or other relevant areas to the post.
Relevant social and economic understanding of this minority group, such as:
- Clear understanding of the challenges faced by Travellers in accessing apprenticeship opportunities, general education and training, and employment opportunities
- Clear understanding of those challenges faced by women in the Traveller community
- Skills in advocating to challenge racism and promoting equality and human rights
- Experience in community work, project work, and/or advocacy work
- Commitment to equality, interculturalism, and anti-racism, as well as commitment to improving opportunities and outcomes for excluded communities.
General skills requirements:
- Computer skills, record keeping skills, and reporting skills.
- Ability to contribute to the overall work of the Irish Traveller Movement.
- Ability to work as part of a team and on own initiative.
- Excellent interpersonal and communication skills.
Desirable skills and experience:
- Apprenticeship experience (either as an apprentice, employer, or education and training provider)
- Full clean drivers license and access to a car.
Employer details and base:
The role will be located within the Irish Traveller Movement (ITM). The successful candidate will be officially based in their offices, in accordance with their hybrid working policy, but will be required to travel around the country to fulfill the role.
The successful candidate: will be employed by the organisation and subject to their employment terms and conditions.

Terms and conditions
The appointment will initially be for one year full-time (35 hours per week), renewable thereafter depending on funding and successful completion of the probationary period.
Salary: €37,260 - €44,798 commensurate with experience.
Pension: ITM makes a pension contribution of 5% to all employees who complete their probationary period.
Contract and Work Hours: 12 Month contract full-time, 35 hours per week.
