Role Overview

Reporting to the CEO, the Chief Operating Officer (COO) will serve as a key member of APA’s leadership team, responsible for ensuring the effective and efficient operation of the organisation. This role is central to aligning APA’s operational capacity with its mission and strategic goals. The COO will oversee core functions including finance, risk management, compliance, human resources, and governance support. The successful candidate will bring a deep understanding of the voluntary sector and a commitment to APA’s values and mission.

Key Responsibilities

  • Support the CEO in shaping and executing APA’s strategic plan and organisational priorities.
  • Lead the development and implementation of risk management frameworks and ensure compliance with all regulatory and donor requirements.
  • Oversee financial transparency in planning, budgeting, reporting, audits and fundraising to ensure financial sustainability.
  • Manage HR policies, staff development, and volunteer engagement, fostering a positive and inclusive organisational culture.
  • Streamline internal systems and processes to enhance operational efficiency and impact.
  • Work closely with the Board and subcommittees to ensure effective governance and reporting.

Person Specification

Essential Skills & Experience:

  • Proven experience in a senior leadership role within the charity or voluntary sector.
  • Strong knowledge of risk management, compliance, and financial oversight in a non-profit context.
  • Demonstrated ability to lead and manage cross-functional teams.
  • Experience in HR management, including volunteer coordination.
  • Excellent communication, interpersonal, and stakeholder engagement skills.
  • Strategic thinker with strong analytical and problem-solving abilities.

Desirable:

  • Experience working with an international development organization that has a particular focus on programmes in Africa
  • Familiarity with Irish charity regulations and governance codes.
