Strategic Plan 2026 – 2029 | Tivoli Training Centre (TTC) (in alignment with the Probation Service Statement of Strategy 2024-2026)
Tivoli Training Centre invites suitably qualified consultants / multidisciplinary teams to submit an Expression of Interest for the development of our next Strategic Plan (2026 – 2029).
The new plan will build on the Centre’s current strategy (2022 – 2025) and complement the Probation Service’s Statement of Strategy 2024-2026
1 | About Tivoli Training Centre
- A Probation Service Community Based organisation which is a centre of excellence in providing training, support, and progression pathways for individuals engaged with Probation Service programmes.
- Core values: rehabilitation, inclusion, partnership, evidence‑based practice, and restorativeocial justice.
- Current strategic priorities: skills development, community engagement, and inter‑agency collaboration.
2 | Objectives of the New Strategy
- Review & Reflect – Evaluate progress and impact of the 2022 – 2025 strategy.
- Align – Ensure seamless integration with the Probation Service’s strategic goals and wider criminal‑justice policy.
- Innovate – Identify emerging trends (e.g., digital pedagogy, trauma‑informed practice, labour‑market shifts) to future‑proof our programmes.
- Engage – Co‑create objectives with learners, staff, community partners, and justice stakeholders.
- Deliver – Produce a focused, measurable, and costed action plan with clear KPIs and an implementation roadmap.
3 | Scope of Work
- Document Review & Gap Analysis (existing strategy, Probation Service strategy, key legislation).
- Stakeholder Consultation (workshops, surveys, focus groups; inclusive of service users).
- Environmental Scan (policy, socio‑economic, and sectoral trends).
- Drafting & Design of a user‑friendly strategic plan (≈ 30 pp. incl. executive summary, risk register, monitoring framework).
- Presentation of final plan to TTC leadership & Probation Service executive.
4 | Minimum Requirements
Experience: Minimum 3 strategic‑planning assignments in education, justice, community, or non‑profit sectors in last 5 years.
Methodology: Demonstrated participatory, evidence‑based approach; capacity to integrate equality & human‑rights considerations.
Team: Lead consultant plus relevant specialists (e.g., criminology, education, facilitation, graphic design).
References: Two recent client references for comparable work.
5 | Submission Contents (max 10 pages + appendices)
- Cover Letter – Highlight suitability and availability.
- Company / Team Profile – Expertise & Bio's of Team members
- Understanding of Brief – Key issues & opportunities.
- Proposed Methodology & Timeline – Major tasks, milestones, and engagement points.
- Fee Structure – Itemised, inclusive of VAT and expenses.
- Conflicts of Interest – Declare any potential conflicts.
