Facilities Group Manager

Permanent Contract
Hybrid working – Based in Dublin Central Office
Salary €58,295.30 per annum, full time 35 hours per week

Role:

The Facilities Group Manager oversees all aspects of premises and properties for existing, new and planned services for Depaul Ireland.
The role will be responsible for preserving building conditions and ensuring that premises are safe for service users and staff.
Duties include planning and coordinating all maintenance work (including refurbishments), coordinating routine safety inspections, maintaining records, and supervising facilities staff and external contractors.

Key Areas of Responsibility:

PREMISES AND PROPERTIES

  • Inspect the premises and properties to determine the need for repairs and refurbishments.
  • Develop and implement a system of annual appraisal of properties and a programme for planned maintenance of property portfolio for Depaul.
  • Co-ordinate and/ or ensure effective management of property development and refurbishments including feasibility studies and planning requirements.
  • Assess and analyse property surveys, i.e. Engineer Reports, Building Surveys and QS Reports with the Operational Facilities Managers for Dublin and Cork.
  • Develop and maintain asset register for services nationally.
  • The management of agreed and scheduling of works for Depaul Housing properties

PROCUREMENT AND FINANCE MANAGEMENT

  • Coordinate the annual plans, objectives, budgets, costs and expenditure for the Facilities department.
  • Manage a variety of contractors such as maintenance, catering, reception, waste disposal, security and cleaning.
  • Implement a centralised process for managing external contractors to ensure value for money for Depaul.
  • Implement and embed a system to track spending on external contractors, ensuring transparency and efficiency.
  • Manage leasing and joint management agreements with landlords, ensuring clarity for all stakeholders and that obligations are fulfilled.

HEALTH AND SAFETY

  • Participate in the management of health and safety as laid out in the Corporate Safety Statement.
  • Ensure the interior and exterior of Depaul premises and properties meet health and safety regulations.
  • Provide up to date health and safety information in relation to Depaul premises and properties through the organisational health and safety structures.
  • Ensure that all essential health and safety related work is scheduled and carried out and reported as same through the organisational health and safety structures.
  • Manage the upkeep of equipment and supplies to meet health & safety standards.
  • Ensure that the facilities team complies with health and safety legislation.

TEAM MANAGEMENT

  • Manage the Facilities team by ensuring that targets and objectives are in place.
  • Participate in regular supervision and annual appraisal of staff and self.
  • Ensure that all Depaul policies and procedures are being adhered to.
  • Implement a system for tracking and ensure effective reporting on the work output of the facilities team for recharging services.

COMMUNICATION AND COLLABORATION

  • Attend appropriate meetings, contribute to strategic planning, year planning and internal health and safety audits.
  • Ensure effective collaboration and knowledge sharing with other stakeholders, including Housing Managers, Housing Associations and Local Authorities
  • Provide advice and consultancy or manage projects with other Housing Bodies as required.
  • In collaboration with the Finance Department, negotiate leasing and purchase contracts directly with landlords or their representatives.
  • In collaboration with the Quality and Compliance department, ensure robust policies and procedures are in place and up to date and internal audits on compliance are carried out effectively.
  • Represent Depaul externally with other voluntary agencies, property managers, statutory partners and other funders as agreed with your Line Manager.

The above list is not exhaustive; additional areas of responsibility may be added over time and flexibility to cover for other staff roles is required from time to time.

Person Requirements

  • Diploma or degree in business, management, surveying, accountancy, engineering or relevant field is essential.
  • Relevant professional qualification in Property and Facilities Management is desirable.
  • Minimum 3 years’ experience as a Facilities Manager or equivalent.
  • Well versed in technical/engineering operations and facilities management best practices.
  • Knowledge of basic accounting and finance principles with a proven track record in the management of budgets.
  • Knowledge of Health and Safety legislation alongside the practical implementation within the working environment.
  • Strong written and verbal communication skills.
  • Collaborative, relationship building approach to working within own team, other departments, and externally.
  • Ability to manage time effectively and balance multiple priorities.
  • Previous experience in managing a team.
  • Proven track record of engaging the necessary professionals to develop, refurbish and maintain a property portfolio.
  • Good working knowledge of project management principles.
  • Ability to set goals, review outcomes and adapt where necessary.
  • Advanced Word, Excel, and PowerPoint skills in addition to experience using a CRM system.
  • Commitment to meeting the needs of excluded and marginalised people and providing a high standard of service.
