Tender for a consultant to develop a “How to” manual, and deliver training on the manual, for Dublin City PPN Representatives and Secretariat

Introduction

The focus of Dublin City Public Participation Network (PPN) is to assist groups participate more in local authority decision making. There are nine hundred (+) groups in the network, from three pillars or colleges: environmental, social inclusion and voluntary and community. Dublin City PPN has 20 seats on Dublin City Council Strategic Policy Committees (SPC), the Local Community Development Committee (LCDC), and the Joint Policing Committee (JPC). The network is governed by a 9-person Secretariat, which is comprised of three people from each of the three pillars, or colleges.

Dublin City PPN is hosted by Dublin City Volunteer Centre and receives funding from Dublin City Council and the Department of Rural and Community Development.

“How to” manual and training for Representatives and Secretariat

Dublin City PPN would like to develop a “how to” manual, and short training course for its Representatives and Secretariat, in response to feedback from the consultations which took place when the PPN was preparing its Five-Year Strategic Plan.

Members of the Secretariat and elected Representatives asked for further support, with regards to the day-to-day work of the roles, and additional information and knowledge about how to best represent the wider PPN. Suggested topics and themes for the manual would be: how to bring a motion to committee, how to represent varying opinions and diverse views, how to feedback to Dublin City PPN, with references to the PPN Handbook (2020), and the Dublin City PPN Strategic Plan and the Dublin City PPN Workplan (2022). These themes can be revised with pre-consultation with the Representatives and Secretariat.

Project Management

The successful candidate will write a “how to” manual, based on suggested chapters and themes, and this final document will be presented to the PPN by 15 December 2022.

The successful candidate will develop and deliver 2 two-day training sessions for the 20 Representatives and 9 Secretariat. The successful candidate will also write up an evaluation of the project and make notes for further training, and any other recommendations. The 2, two-day training sessions will take place in February 2023

The successful candidate will also evaluate the manual and training sessions and make recommendations to the PPN about follow up training/supports, no later than March 2023.

Thus: the deliverables for this project are:

  1. Pre-consultation
  2. Writing of manual by 15 December
  3. Development and delivery of training sessions by the end of February 2023
  4. Evaluation and Recommendations by no later than March 2023

Budget

A total budget of between 9,000 - 10, 600 euro is available, which is inclusive of VAT.

Please note the design and print of the manual, as well as room hire or refreshments for the training will be covered separately by the PPN.

Payment will be made through the official and legal host of the PPN, which is Dublin City Volunteer Centre. Payment will be made in three tranches, after receipt of invoices.

Timeframe

The closing date for a response to this expression of interest is Monday 03 October 2023.

Criteria for submissions

Dublin City PPN and Dublin City Volunteer Centre reserve the right to consider candidates deemed suitable and do not bind themselves to having to accept the tender/expression of interest with the lowest stated price.

The Secretariat and Host Organisation will score the applications on the following criteria:

  • Qualifications/relevant experience and track record: 30%
  • Proposed methodology and understanding of the brief: 50%
  • Cost of successful project delivery and value for money: 20%

The PPN Secretariat is not able to offer feedback or rationale to unsuccessful applicants.
