TUTOR PANEL
INVITATION TO TENDER

Empower is local development company situated in Fingal. Empower is responsible for the delivery of a range of Government funded programme to meet the needs of individuals, families and community groups in the area. Our work is underpinned by community development principles.

Our core areas of business include:

  • Engagement with the most hard-to-reach in the most disadvantaged areas.
  • Employment and enterprise support for individuals across Fingal.
  • Focus on youth interventions to address youth unemployment.
  • Preparing and supporting disadvantaged individuals to take up mainstream services through further education programmes.

Empower is currently seeking tender submissions from skilled professionals and trainers for our Tutor Panel, to deliver Training and Education programmes in the following disciplines:

  • English Language
  • Play Therapy
  • Art Therapy
  • Yoga (Adults and Children)
  • Ukrainian Translation
  • Fitness (Adults and Children)
  • Trauma Therapy (Accredited Trauma Counsellor with membership of one of the following, IACP, ICP, APCP etc.)

Delivery of services will be in a blended capacity, both online and face to face with individuals and groups.

Workshop Details:

  • Training workshops will generally take place across Fingal, between 9.00am and 1.00pm, 2.00pm and 5.00pm, including some evenings.
  • Participant recruitment will be facilitated by Empower.
  • Trainers will be expected to provide training material and handouts for each training session.
  • Trainers will be required to provide completed attendance sheets at the end of each session.
  • Trainers will be asked to evaluate programmes.

Requirements for Tenders:

Trainers who are proficient and have experience in providing training in one or more of these disciplines are now asked to forward:

  • Topics from list in which you provide training.
  • Up-to-date Curriculum Vitae, including relevant qualifications.
  • Details of organisations where you have provided training and the topics covered, with sample outline of the courses provided.
  • Proposed cost per hour for training provision.
  • Current Tax Clearance Certificate or Tax Reference Number (TRN) and Tax Clearance Access Number (TCAN) must be provided.

All trainers must be registered as self-employed and will be responsible for their own tax affairs.

Selection Criteria will be based on the following:

  • Skills:
    • A teaching and educations qualification in QQI Level 6 or upwards or equivalent is essential.
    • A recognised qualification in your training discipline to minimum of QQI Level 7 is essential.
       
  • Experience:
    • Two years or more training and working with Empower target groups.
    • An understanding of needs and training requirements of client groups and an ability to show empathy in this training environment.
    • To deliver person-centred training in an online or face to face capacity, as required.
    • Trauma Counsellor must have 3+ years’ experience post-graduate, working in the specific discipline of trauma-based counselling.

Appointment to Tutor Panel:

Appointment to Tutor Panel will be on the basis of documentation received and/or interview, and subject to Empower’s Garda Vetting process.

Timescale:

The contracted period will run from mid-August 2022 until the end of December 2022.

Empower undertakes to use its best endeavours to hold confidential any information provided by you, subject to our obligations under the law, including the Freedom of Information Act 1997, 2003 and 2014. Should you wish any information supplied not to be disclosed because of its sensitivity you should identify same, and specify the reason(s) for its sensitivity. Whilst this will be taken into consideration, the compliance of the Freedom of Information Act will always take precedence over the release of material.

Empower tendering process is based on principles of value for money, integrity and fairness. Our tender evaluation process takes into account quality, methodology and previous experience with our target groups, in a manner to ensure value for money.

Tender submissions should arrive no later than 5.00pm on Friday 5th August, 2022. Submissions received after the specified time and date will not be accepted.

The provision of these services will be subject to appropriate funding being secured by Empower.
