Comhar Naíonraí na Gaeltachta: Expressions of Interest x 2

Comhar Naíonra na Gaeltachta invites expressions of interest from experienced and suitably qualified organisations to develop a strategic plan for the organisation for 2023 - 2026.

We also seek suitably qualified organisations to review the corporate structure of the organisation.


Cúlra Chomhar Naíonraí na Gaeltachta

Is comhlacht faoi theorainn ráthaíocht é Comhar Naíonraí na Gaeltachta (CNNG) a bhfuil mar chuspóir aige seirbhís luathbhlianta den scoth, trí Ghaeilge, a sholáthar sna ceantair Ghaeltachta. Cuireann CNNG an t-infreastruchtúr riachtanach ar fáil do na seirbhísí luathbhlianta chomh maith le seirbhísí riaracháin, tacaíochta agus traenála a sholáthar do na seirbhísí sin.  

Tá fás as cuimse tagtha ar líon na seirbhísí luathbhlianta atá chomhcheangailte le CNNG le tamall de bhlianta anuas mar aon leis an réimse seirbhísí agus an líon páistí a fhreastalaítear orthu.  Ag an tráth seo tá os cionn 112 seirbhís luathbhlianta faoi stiúir Chomhar Naíonraí na Gaeltachta agus tá oifigí ag an gcomhlacht i ngach mórcheantar Gaeltachta.

An Plean Straitéiseach

Tá sé beartaithe ag Bord Stiúrtha Chomhar Naíonraí na Gaeltachta Plean Straitéiseach a ullmhú don tréimhse 2023 – 2026.  Cé go bhfuil pleananna oibre á leanúint ag CNNG níl aon phlean straitéiseach forbartha ag an eagraíocht go dtí seo.  Aithníonn Bord Stiúrtha CNNG go bhfuil sé rí-thábhachtach go mbeadh plean den chineál seo ag an eagraíocht a chuideoidh le fís, misean, luachanna agus tosaíochtaí na heagraíochta a shonrú do na blianta amach romhainn.

Teastaíonn ó CNNG comhlacht seachtrach a earcú chun cuidiú leis an mBord Stiúrtha an plean straitéiseach a chur i dtoll a chéile.  Mar is léir óna riachtanais agus an tsonraíocht atá luaite i gCuid 2 den doiciméad seo tá béim faoi leith á leagan ar chomhairliúchán le geallsealbhóirí inmheánacha agus seachtracha. Beidh gá freisin le hanailís chriticiúil a dhéanamh ar fheidhmiú na heagraíochta agus moltaí a dhéanamh ina leith.  Táthar ag súil go mbeidh ar chumas an chomhlacht rathúil dul i mbun oibre i mí Bealtaine 2022 agus go mbeidh an Plean aontaithe faoi mhí Deireadh Fómhair 2022.

Feidhmíonn CNNG trí mheán na Gaeilge agus tá sé riachtanach go mbeidh ar chumas an chomhlachta rathúil a gcuid seirbhísí a chur ar fáil sa teanga sin.

Athbhreithniú ar Struchtúr an Bhoird

Is comhlacht faoi theorainn ráthaíochta é CNNG ar a bhfuil an bord stiúrtha comhdhéanta d’ionadaithe ó naíonraí, foireann agus Údarás na Gaeltachta.  Faigheann CNNG mór chuid dá ioncam ó fhoinsí stáit agus is iad Údarás na Gaeltachta a chuireann deontas reáchtála ar fáil ar mhaithe le costais riartha na heagraíochta a sheasamh.  

Tá tús á chur ag CNNG faoi láthair le hullmhú plean straitéiseach don eagraíocht.  Comhthreomhar leis seo teastaíonn ón mbord stiúrtha athbhreithniú neamhspleách a dhéanamh ar an struchtúr boird atá in áit faoi láthair lena chinntiú go dtagann sé leis na cleachtais is fearr ó thaobh feidhmíochta agus rialachais chorparáideach.  

Ba mhaith leis an mbord go ndéanfaí measúnú ar éifeachtacht agus oiriúnacht an struchtúir reatha agus go ndéanfaí moltaí maidir le haon ghníomhartha a chuideodh leis an struchtúr reatha a threisiú.  


Background of Comhar Naíonraí na Gaeltachta

Comhar Naíonraí na Gaeltachta (CNNG) is a company limited by guarantee whose objective is to provide a first-class early years service through the Irish language in the Gaeltacht regions.  CNNG provide essential infrastructure to early years services, as well as providing administrative, support and training services for those services.  

The number of early years services who are affiliated with CNNG has grown exponentially in recent years, as has the range of services provided and the number of children being catered for.  At present, there are over 112 early years services under Comhar Naíonraí na Gaeltachta and the company has offices in every major Gaeltacht area.

The Strategic Plan

The Comhar Naíonraí na Gaeltachta Board of Directors propose to prepare a Strategic Plan for the period 2023 - 2026.  While CNNG are following work plans, the organisation has not thus far developed any strategic plan.  The CNNG Board of Directors recognise that is of utmost importance that the organisation have a plan of this kind that would help to define the vision, mission, values and priorities of the organisation for the years ahead.

CNNG wish to hire an external company to assist the Board of Directors in compiling the strategic plan.  As is evident from the requirements and the specification mentioned in Section 2 of this document, there is a particular focus being placed on consultation with internal and external shareholders. There will also be a need to undertake a critical analysis on the functioning of the organisation and to make recommendations in respect thereof.   It is expected that the successful company will be able to begin work in May 2022 and that the Plan will be agreed by November 2022.

CNNG operates through the Irish language and it is essential that the successful company be able to provide their services through that language.

Review of Board Structure

CNNG is a company limited by guarantee whose board of directors is comprised of representatives from playschools, staff and Údarás na Gaeltachta.  CNNG receives a large portion of its income from state sources and Údarás na Gaeltachta provide a running grant to cover the administration costs of the organisation.  

CNNG are currently putting in motion the preparation of a strategic plan for the organisation.  In parallel to this, the board of directors need to conduct an independent review of the board structure currently in place to ensure it is in line with best practice in terms of performance and corporate governance.  

The board wishes that an assessment on the efficiency and suitability of the current structure be undertaken and that recommendations be made regarding any actions that would help strengthen the current structure.
