Waterways Ireland and Dublin City Council: Invitation to Tender
Activation & Animation on The Grand Canal
Waterways Ireland and Dublin City Council (The Commissioners) are working in partnership to investigate how to activate and animate an area of the Grand Canal and Grand Canal Circular Line; Portobello – Kylemore Road. It is an area which has very limited on-water activity, in spite of having one of the longest stretches in the city centre with no locks to navigate (Portobello – Suir Road) and in some areas has some anti-social and negative behaviour associated with it. This document is a request for suitable consultants, or a consortia to conduct a preliminary scoping and feasibility analysis into activation and animation measures Waterways Ireland and Dublin City Council can put in place to address these deficits.
The Commissioners are seeking consultants to undertake a brief focussed piece of work which will explore the feasibility of developing a hub of activity on this stretch of water and recommend measures to activate it. The primary focus of this piece of work will be to engage with those communities living along or near the canal but will also involve engagement with national bodies also to draw on their insight and expertise.
The process will involve engaging directly with local communities and community organisations, with an assessment of current demand; identification of any barriers which exist and develop a series of recommendations to progress this ambition with both shorter and longer timeframes.
The Commissioners believe the Grand Canal and its towpaths represent a significant opportunity for the communities living nearby and for Dublin to bring this water asset into the urban experience for the local community, for Dubliners and for visitors to Dublin. Examples of activation and animation include:
- Water activity – Kayaking, Canoeing, Stand-up Paddle boarding; Angling; Boating/Barge.
- Waterside Activity - Cycling and Walking.
- Community Initiatives – Arts Intervention, Environment and citizen science projects
- Socio-economic opportunities – supporting businesses and social enterprises develop along the canal.
