The Citizens Information Board (CIB) is the statutory body which supports the provision of information, advice and advocacy services to members of the public on the broad range of social services. CIB was established as a statutory body under the Comhairle Act 2000, as amended by the Citizens Information Act 2007 and the Social Welfare (Miscellaneous Provisions) Act 2008.
The Citizens Information Board (CIB) is a public body which produces a number of publications and runs the citizensinformation.ie website.
The organisation also funds and supports the Citizens Information Phone Service (CIPS), the network of Citizens Information Centres (CICs), the Money Advice and Budgeting Service (MABS) and the National Advocacy Service for people with disabilities (NAS), Sign Language Interpreting Services (SLIS), Register of Irish Sign Language Interpreters (RISLI). CIB refers to these funded organisations as ‘delivery services’.
CIB funds and supports 22 delivery service companies:
- 8 Citizens Information Services (CISs)
- 8 Money Advice and Budgeting Services (MABS)
- National Advocacy Service for people with disabilities (NAS)
- Citizens Information Phone Service (CIPS)
- MABS National Development
- National Traveller MABS
- Sign Language Interpreting Services (SLIS)
- Register of Irish Sign Language Interpreters (RISLI)
Purpose of the Request for Tenders (RFT)
The Citizens Information Board, as a public body, must ensure full compliance with competitive tendering for the goods and services that it requires. This Request for Tender is subject to a contract value up to but not greater than €24,999 (exclusive of VAT). The Citizens Information Board will advertise all requirements over €25,000 threshold on the Government Portal - www.etenders.ie . Tenders with a value of over €25,000 will not be considered and will not be evaluated. CIB/RFT/V4/10//2019 3
Citizens Information Board working in collaboration with Sign Language Interpreting Service (SLIS), the national Sign Language Interpreting Service for Ireland, support and fund the Register of Irish Sign Language Interpreters (RISLI), a voluntary national, professional register, in line with the Irish Sign Language Act 2017 and the National Disability Inclusion Strategy.
RISLI aims to
- protect users of interpreting services through a standards-based registration system
- set and ensure adherence to standards for the provision of ISL by public bodies
- support public bodies to facilitate the use of professional ISL services so the Deaf community can exercise their rights and entitlements
- support professional ISL interpreters to meet and maintain standards
- promote social inclusion of ISL users including access to public bodies
The purpose of this RFT is to seek tenders to provide an online Mentoring Training Programme to between 10 and 15 experienced Irish Sign Language (ISL) interpreters on behalf of the Register of Irish Sign Language Interpreters (RISLI) Citizen Information Board (CIB). RISLI will establish a Mentoring Programme as a key support to registered professional ISL interpreters to meet and maintain standards. The successful tenderer will develop and deliver an online Mentoring Training course to train a group of between 10 and 15 experienced Irish Sign Language (ISL) interpreters to qualify as professional mentors, all participating interpreters will be registered with RISLI. On successful completion interpreters should have the skills, knowledge and techniques to mentor, support and guide other registered ISL interpreters working within the professional fields. Delivery of the training must be online, accessible 24/7 and designed to allow participants to study at their own pace and time. The training course should accommodate hearing and Deaf ISL users.
