Service Provider – Part Time Executive Officer Services

Hedgelaying Association of Ireland (HLAI) is a not-for-profit charity dedicated to the conservation of hedges on the island of Ireland and within that context, a particular focus on promoting the traditional craft of hedgelaying.

It is an inclusive organisation whose primary objectives are;

  • To generate awareness of hedges amongst policy makers and the general public;
  • To develop projects and sustainable management strategies aimed at ensuring the future viability of hedges throughout the island of Ireland.

The Service

The Board of Management of Hedgelaying Association of Ireland (HLAI) is seeking a Service Provider to provide Part -Time Executive Officer services to support the running of the Company’s operations. This service provision will be responsible for leading the organisation in the delivery of its objectives, the annual business plans and Hedge Conservation and Management Strategy as defined in annual and periodic Plans.

The successful service provider will address technical, administrative and organisational functions to achieve this. Cooperation and collaboration with key staff across Government departments, organisations and hedge conservation stakeholders are vital components to this role.

The service provider will primarily be focused on the promotion and the provision of technical support for the hedge conservation and management sector in Ireland. Inherent in the provision of service will be the efficient and effective delivery of operations within the HLAI Work Plan and for the provision of service and support as required by the HLAI Board. The successful contractor service provider will:

  • Advocate for the delivery of high performance and best practice across the hedge conservation and management sector and advocate for the implementation of a national hedge inventory, classification and development of sustainable management standards to be used in support schemes operated by Dept. Agriculture;
  • As part of the provision of service provide training to relevant stakeholders by organising and running specific courses on hedge conservation and management, particularly hedgelaying;
  • Lead the HLAI project ensuring that it is effective, efficient, relevant and responsive to the needs of its supporters and stakeholders;
  • Manage the day to day operations of HLAI;
  • Be responsible for developing and reporting on the HLAI Work Plan;
  • Develop annual and periodic work plans on cooperation and liaise with the Board in line with the strategic objectives of HLAI;
  • Determine budgets in line with agreed business plans and within pre-assigned limits;
  • Apply for, and draw down annual core funding from HLAI sponsors and explore other potential funding sources.

Key areas of Service Provision

  • The service provider will be responsible for the implementation of the HLAI Strategy and Work Plan and its supporting mechanisms;
  • As part of the service provision Lead and manage HLAI in the delivery of appropriate training courses to all relevant hedge conservation and management stakeholders;
  • Support, through the provision of service, key hedge conservation and management initiatives such as the proposal by Birdwatch Ireland to employ a hedgerow officer and upgrading the status of hedges in the National Biodiversity Action Plan.
  • As HLAI is a Charity, ensure as part of the service provision compliance and adherence to all appropriate Company policies and procedures as set out in the charities governance code;
  • Interface with relevant bodies, experts and committees to deliver on the strategic priorities as part of the service provision;
  • Be the point of contact for operational enquiries and issues as part of the service provision;
  • Build and maintain constructive relationships with other agencies and stakeholders both internally and externally;
  • Working with external and internal stakeholders, identify the key relevant issues and new projects, and oversee the development and implementation of plans;
  • Represent HLAI both nationally and internationally as required and liaise with relevant external bodies, agencies and organisations;
  • The EO will work independently to ensure maximum efficiencies in the utilisation of resources and to assist other organisations relevant to hedge conservation and management policy, where deemed necessary or appropriate;
  • Support application of policies, procedures and systems of work to ensure compliance with relevant regulations and codes of practice.

The successful service provider will be self-employed and engaged as an Independent Contractor with the Hedgelaying Association of Ireland.

Qualifications necessary to the Provision of Service

  • A Primary degree in Management, Business, Science, Finance or relevant appropriate discipline is required.

Knowledge and Experience as a Service Provider


  • Previous Management experience in a service provision is essential;
  • Budget planning experience is essential, with a track record of managing budgets and state agency cooperation;
  • Experience of working with statutory and semi state bodies like County Councils, Tidy Towns etc.
  • Proven leadership qualities;
  • Proven ability to deliver on organisational goals and plans;
  • Familiarity with digital media, the Charities Governance Code and company regulation;


  • A knowledge and interest in Irish hedge heritage, history and culture;
  • A deep understanding of the agriculture, biodiversity and ecology sectors;
  • Awareness of current biodiversity and climate change;


  • Excellent interpersonal, influencing, negotiating and networking skills are required;
  • Excellent written, verbal and on-line communications skills;
  • Strong skills in MS office suite and comfortable with web and IT systems;
  • Technical, organisational and administrative skills are essential;
  • Ability to multitask and attention to deadlines with a focus on delivering excellent service to stakeholders;
  • The successful service provider will have a track record of effective performance and selfmanagement;
  • Highest standards of professional integrity.

Other requirements in the provision of service

  • A full clean driving licence is required and use of a car is essential;
  • The suitable service provider must be available to travel nationwide in the delivery of the service provision;
  • Prepared to deliver service outside of normal hours as necessary.
  • Provision of appropriate insurance policy and tax certificate.

Fees for provision of Service

€15,000 - €20,000 per annum depending on experience.


Remote Service Provider (providing service from service providers home)


Contract for Services for 1 year, 20 hours per week.
