Job Title: Head of Governance & Strategy

Reporting To: Director, People & Operations

Contract duration: Three year fixed term contract

Hours of Work: Monday - Friday, 39 hours per week

Location: Remote, with some travel required to the office (Dublin 2) as required

Salary Scale: €48,000 - €59,034 per annum (Appointment will be on point 1, 2 or 3 of the scale dependent on qualifications and experience of the successful candidate)

Benefits: 25 day annual leave (exclusive of public holidays), financial support for further education, 2 days positive mental health leave annually

About the Role

Community Creations is seeking to appoint a dynamic Head of Governance & Strategy to provide support to the CEO and the Board of Directors in ensuring the good governance of the organisation and the achievement of the organisation’s strategic goals and objectives. The Head of Governance and Strategy leads the small but effective team (two direct reports) with responsibility for the effective execution of all governance and compliance functions, the development of organisational strategy, and the development of compelling impact reporting.

Key duties & responsibilities: The Head of Governance & Strategy duties and responsibilities include:


  • Support the CEO and the Board of Directors by contributing to the leadership of Community Creations through effective governance administration and through supporting the development and implementation of the organisation’s strategic goals and objectives
  • Provide effective leadership to the Governance & Strategy team and develop and oversee the implementation of the team’s annual workplansand support each team member to achieve their own role objectives and development plans
  • Lead the Community Creations budget forecasting processes, and monitor the organisation’s performance against budget in conjunction with the CEO
  • Represent Community Creations publicly at meetings with external stakeholders including funders, regulators and other stakeholders


  • Ensure the appropriate support structures and processes are in place to enable Community Creation’s Board of Directors to meet its legislative, regulatory and funder responsibilities and obligations
  • Support the CEO in the management of the board meeting schedule, drafting meeting agendas and supporting documents for the Board, subcommittees, and overseeing the fulfilment of all company secretarial responsibilities of the company
  • Provide support to the relevant board subcommittee in the management of appointments to the Board, subcommittees and facilitate the Organisation’s Annual General Meeting
  • Oversee the development of a register of all relevant regulatory and funder compliance requirements and map each requirement to the relevant policy or procedure in our governance framework and ensure each requirement is satisfied by the relevant team in the organisation
  • Develop a three year governance enhancement action plan with associated annual work plans to assist the organisation in achieving best in class corporate governance to provide for the effective oversight of quality service delivery across all of our constituent services
  • Lead the regulatory, financial and resource monitoring of all aspects of Community Creations activities and ensure timely reporting in line with all obligations and requirements
  • Lead the Community Creations’ compliance with the principles and standards of the General Data Protection Regulation (GDPR) including overseeing Community Creations’ Data Protection Officer (DPO) function


  • Support the CEO, Leadership Team and Board of Directors in the development of the strategic plan for Community Creations and constituent strategic plans for each of its services, including facilitating the strategic planning discovery and stakeholder engagement processes
  • Support the CEO, Leadership Team and Board of Directors in developing implementation plans for each strategic plan and in monitoring implementation progress and impact
  • Coordinate and oversee the development and implementation of a project management framework within the organisation and set norms and standards relating to its adoption

Risk Management

  • Coordinate implementation of the Community Creations’ risk management policy and framework and report to the CEO, Leadership Team, Board Subcommittee and the Board itself.

Evaluation, Impact Measurement, and Reporting

  • Coordinate Community Creations’ organisation-wide programme monitoring and evaluation (M&E) approach and associated measurement frameworks to enable the organisation to effectively report on the impact of its present and future activities, outputs, and outcomes and further ensure our impact is communicated across the organisation and externally
  • Lead the coordination, management and delivery of Community Creations’ strategic and organisationsal reporting, including Board Reports, Financial Statements, Annual Review, Quarterly Reporting, and Dashboards in collaboration with other leaders and teams across the organisation

Qualifications/experience: Essential

Technical knowledge and skills

  • A Master’s Degree or Professional Qualification in a relevant area; e.g. law, governance, accounting, risk management, data protection etc. (or equivalent experience)
  • Experience in a similar role within a challenging government, charity, regulatory, or similar environment
  • Excellent analytical skills with the ability to assess complex legal, policy and procedural documents and issues, and make recommendations for action
  • Proven strategic planning, project management and organisational reporting skills; and the ability to coordinate the work of teams and individuals ensuring the quality and timeliness of output
  • Ability to motivate and develop staff, and promote high levels of performance, including the ability to manage remotely
  • Ability to work under pressure, make decisions and to solve problems. The post-holder must be able to deal with conflicting demands and prioritise work whilst ensuring that a high-quality service is provided and that deadlines are met

Interpersonal and communication skills

  • Excellent influencing, relationship management and interpersonal skills are required as the role involves interaction with senior internal and external stakeholders. Ability to develop relationships and build rapport with a wide-range of contacts and be able to work constructively with others
  • Proven experience of commissioning and quality-assuring papers and reports
  • The ability to draft papers and other documentation in clear, concise and accurate plain English to tight timescales
  • Creative thinking, independent judgment and discretion in handling and/or communicating major issues


  •  Expertise in supporting the governance of complex organisations and experience of providing governance advice to Board members, or equivalent
  • Expertise in the design and implementation of organisational monitoring and evaluation approaches
