Northside Partnership is seeking expressions of interest from suitability qualified and experienced individuals (consultant) to develop a Board Governance Handbook that will support the Board in fulfilling its responsibilities in terms of effective governance and control and in assisting Northside Partnership in maintaining the highest standards in Governance.

About Northside Partnership

Founded in 1992, Northside Partnership is a Local Development company, limited by guarantee with charitable status. Originally established to address long term unemployment in disadvantaged areas of North Dublin its primary remit has since expanded in recognition of the social, cultural and economic inequalities that contribute to poverty and social exclusion.

Governed by a voluntary Board, Northside Partnership implements a number of significant Government Contracts including the Local Employment Service (LES), Tús Community Work Placement Programme, the Social Inclusion Community Activation Programme (SICAP) and an Area Based Childhood (ABC) programme (Preparing for Life).

The company works with an ethos of Partnership in collaboration with key stakeholders at local, regional and national level to address social exclusion.

The Role

To further assist the Board in fulfilling its Governance responsibilities Northside Partnership seeks support to review existing Board policies, procedures and practices and to collate relevant documentation into a comprehensive Board Governance Handbook that will guide/support the Board and CEO in the Governance and oversight of the company.

In developing the Board Governance Handbook, the consultant will identify key compliance, regulatory and risk areas applicable to an organisation of Northside Partnership’s size. These should include:

  • Human Resource Management and Employment Legislation
  • Financial Management
  • Governance of Charitable Organisations [1]
  • Data Protection
  • Child Protection/Safeguarding
  • Garda Vetting
  • Equality
  • Lobbying
  • Health and Safety
  • Risk

Having identified the key compliance, regulatory and risk context the consultant will then conduct a review/audit of Northside Partnership’s Board Policies and Procedures with a view to ensuring the required policies and procedures are in place and are compliant with relevant legislation and Northside Partnership Constitution. The consultant will also identify any gaps in policies and procedures and work with the organisation in addressing identified gaps and developing potential tools or resources.

In collating the Board Governance Handbook, the consultant will ensure that Northside Partnership’s Board and Governance policies, procedures and practices are fit for purpose and compliant with relevant legislation and best practice guidelines. In preparing the Board Governance Handbook the consultant will identify any gaps or weaknesses in policies, procedures or practices regarding Governance and work with the Board and CEO to address any gaps or weaknesses identified. This will include the development of a Risk Register in keeping with Northside Partnership’s Corporate Risk Management Policy and Procedure.

In addition, the consultant will conduct a review of Northside Partnership Board structures/sub committees with regard to ensuring effective oversight of Northside Partnership Activities and compliance with relevant legislation and contractual requirements. Having completed the review, the consultant will make recommendations regarding the optimum configuration of Board structures to ensure effective Governance.

Expression of Interest

Expressions of interest are sought from suitably qualified and experienced individuals or organisations with regard to the completion of the work as outlined above. In preparing your expression of interest please provide the following:

  • An overview of qualifications, experience and suitability to undertake the work
  • Methodology as to how the work would be conducted
  • Timeframe including key milestones and deliverables
  • Full cost schedule and pricing mechanism
  • Company Registration number (where applicable)
  • Tax Clearance Access Number
  • Tax Reference Number or PPS Number

Indicative Budget: A maximum budget of €10,000 has been ring fenced for this work.

Closing date for receipt of expression of interest: 1.00 PM on Friday the 1st of March 2019.
