Comhlámh is a member organisation that works to mobilise for an equitable and sustainable world. As the Irish association of development workers and volunteers, Comhlámh promotes responsible, responsive international volunteering and development work. We support people in their journey of working for social justice, working with volunteer sending agencies in the Comhlámh Code of Good Practice, returned volunteers & development workers, partner organisations and member groups to foster just, inclusive societies, through progressive grassroots activism internationally and in Ireland.
We are seeking to recruit a Project Officer, who will play a key role in coordinating an exciting new project that is funded by the European Commission (Erasmus+, KA2 – Strategic Partnership, Adult Education). Entitled “Working for a Better World: Sustaining Civic Responses to Migration”, the project involves organisations from Greece, Italy and Spain. Over 30 months, it will work to build resilient practices and cultures within EU-based civil society organisations, to help address the psychosocial support needs of frontline staff and volunteer responders, who are working with migrants arriving into the EU. Utilising a peer education model, the project will focus on assisting migrant support organisations to foster the key competences needed to sustain their work.
The Project Officer will act as overall coordinator for the project, ensuring that the project’s timeline is adhered to and that all financial and other reporting requirements are met. They will contribute to and lead on the development of research and training outputs; develop and deliver training; organise events & conferences; and coordinate the project’s communications and monitoring/evaluation strategies.
The ideal candidate will have excellent project management skills, including analytical and written skills, intercultural communication skills, and experience of coordinating international partners to deliver complex projects on-schedule and to a high standard (ideally including E+ coordination and reporting). This will be coupled with experience of working to develop and facilitate non-formal adult education training curriculums. They will have worked or volunteered with migrants arriving in the EU in crisis circumstances, including substantial experience of engaging with migrant-support CSOs. Experience of using consultative and participative approaches to build consensus among a range of stakeholders, and a strong interest in strengthening resilience through psychosocial supports, are also requirements.
The position is being offered as a fixed term contract, concluding 30th April 2021. This is a 2.5 days’ a week role. The Project Officer scale ranges from €30,000 up to €45,000 pro-rata. Appointment will be made according to suitability, experience and qualifications.

Description: The Project Officer will be based in Comhlámh’s Dublin office and will report to the Programme Manager. The main role of the Project Officer for the duration of the contract will be to coordinate an Erasmus+ funded project, “Working for a Better World”, which involves partners in Greece, Italy and Spain. This position involves some evening and weekend work, as well as a small amount of national travel and travel to the three partner countries.
“Working for a Better World” aims to build resilient practices and cultures within Civil Society Organisations (CSOs) to address the psychosocial support needs of staff and volunteers involved in migrant reception and integration. The project will encourage peer-learning approaches that will help to mainstream self-care into organisational responses. By developing innovative resources to upskill practitioners as key trainers/peer educators, it will build organisational competence to combat vicarious trauma & burnout, deepen social and political engagement, and ultimately strengthen practice around supporting migrants. The project will draw on and adapt peer support approaches for psychosocial interventions identified as good practice within international humanitarian contexts.
The Project Officer’s responsibilities will include the following:
- Lead partners in three countries to deliver all identified activities and outputs within the agreed timeframe. This includes ensuring the development and production of the following resources: research to document good practice in psychosocial supports for practitioners; a training of trainers’ manual on building psychosocial resilience; and a learning journal to support peer educators;
- Assisting with the development and delivery of capacity building training for partner organisation staff and volunteers;
- Assisting with the development and delivery of a pan-EU training course for migrant support organisations;
- Developing and delivering training for peer educators in Ireland, and supporting partners to do similar in their national contexts. This will include nurturing peer educator learning circles;
- Coordination of the local, national and international dissemination of the project’s outputs, including through running national information events and conferences and supporting partners to do the same in their respective countries;
- Developing and coordinating an M&E strategy for the project;
- Leading on the design and coordination of transnational partner meetings (5 in total);
- Coordinating all draft and final reporting on the project, in line with requirements set out by Leargas and the EACEA (Education, Audiovisual and Culture Executive Agency);
- Participation in relevant networking events and develop strategic relationships, both nationally and internationally.
- Supporting Comhlámh’s communications strategy through social media, blogging, etc;
- Maintaining records on database on a regular basis, as per Comhlámh policies;
- Ensuring that activities are managed within budget where responsibility has been delegated for specific activities, and report on expenditure as required;
- Contributing towards the effective working of the team through consultation, support and shared working;
- Working within the stated Mission, Aims and Objectives, and Policies and Procedures of Comhlámh;
- Supervising interns and volunteers as required;
- Representing the organisation externally as appropriate;
- Carrying out such alternative duties as may be assigned by the Line Manager following consultation, from time to time.

- Masters’ degree in International Development, Humanitarian Action, Migration, or related topic or equivalent acquired learning
- Minimum 3 years’ experience of project management, including coordination of international partners, and evidence of successful project delivery (Essential)
- Experience of coordinating E+-funded projects (Essential)
- Experience of working or volunteering with migrants arriving in the EU in crisis circumstances (Essential)
- Substantial experience of engaging with migrant-support CSOs (Essential)
- Donor reporting experience, including monitoring and evaluation, financial and narrative reporting (Essential)
- Minimum 3 years’ experience of developing and delivering training and facilitation programmes, including the compilation of training manuals & other learning tools (Essential)
- Research and report writing skills (Essential)
- Experience of relationship-building with a wide range of stakeholders, including in an intercultural setting (Essential)
- Communications experience, including use of social media (Desirable)
