Financial Controller overseeing Finance, Audit and Risk

This post will provide the financial management role to the ECRDATF Chairperson and Board providing drug and alcohol services in South Dublin and Wicklow.

The post will have the primary reporting relationship to the ECRDATF Chairperson or his/her nominee.

Committees consisting of Task Force members and project managers put in place by the Governance and Nominations committee, will be the main beneficiaries of the support from the Financial Controller. It will be a matter for each committee to identify the programme of work which will be carried out and generally oversee progress regarding same.

Primary Objective

  • The Financial Controller will act as a shared resource in support of the various teams and committees to progress the Task Force overall financial corporate governance objectives of:

    • Managing our financial resources within the limits of our allocation
    • Internal Financial Controls/Financial processing – establishing and maintaining consistently high performance
    • Assessment of new and existing financial allocations
    • Value for Money – supporting its identification, achievement and demonstration

The Financial Controller will be responsible for providing support to Task Force committees including budget setting, expenditure review, variance analysis, option appraisal and ongoing monitoring in relation to managing within allocated resources. However, the project promoter retains the ultimate responsibility for ensuring that he/she remains within their allocated budget.

The following list is not exhaustive but is intended to provide an indication of the areas referenced under the above headings:

Management Accounting

  • Cost and Expenditure/Income review and analysis
  • Cost trend identification and analysis
  • Linking of cost/expenditure trends to cost drivers in terms of service expansion, new services, activity increases, price movements etc
  • Analysis of costing submissions in respect of new services, service/activity increases, price movements etc
  • Expenditure/Income forecasting
  • Budget projection, modelling and setting
  • Variance analysis and reporting
  • Option identification and appraisal regarding corrective action/cost containment
  • Reporting on financial performance
  • Tracking and monitoring of allocations
  • Designing, agreeing and monitoring systems of financial management within the Region.

Financial Accounting:

  • Ongoing monitoring of the effectiveness of local systems of internal financial control including compliance with same and driving continuous improvements
  • Management of cash, petty cash and bank accounts
  • Tracking and monitoring of assets
  • Overseeing of implementation of financial controls, financial regulations, tax clearance and prompt payment of accounts requirements
  • Involvement in Annual Financial Statement process and periodical requests for financial data from the key funders e.g HSE, Department of Health Drugs Policy Unit (DPU).

Project Accounting (ongoing)

  • Investigations/reviews
  • Analysis of costing systems/methodologies
  • Value for Money studies
  • Other projects

Carrying out duties under the above headings will involve:

  • Providing support and direction to the ECRDATF Chairperson and Task Force members
  • Preparation of returns/submissions/reports/presentations for HSE, DPU, etc

Tenure

Successful candidates will be appointed for an initial 3-year period
